A restructuring of the São Paulo public transport system focuses on providing the city with an efficient, effective, comprehensive and state-of-the-art system. The city's Mayoral Office is promoting an operational, physical, financial and managerial restructuring that operates through the Municipal Transport Secretariat.

Classical transport engineering concepts were used in the restructuring, with the assumption that organizational actions that optimize the existing infrastructure will improve the quality of the transport system. The Municipal Transport Secretariat's Regionalized Services on Transit and Transport Group acts directly with local communities in 28 district administration offices. The program will incorporate the informal transportation system, which now carries about 300,000 users per day in unsafe and undesirable conditions. The integration of different modes and services, including metropolitan trains, forms the basis of the program, which is articulated with the Strategic and Master Plan for the city of São Paulo.
